New Palace Place Airspace Project

We have been consulting with leaseholders on the proposals for an ‘airspace development’ at New Palace Place, Monck Street over the past few months.

Following this, we are now ready to share our proposals with the wider community through a public consultation. Once the public exhibition has been held, we will upload the display boards to this website. A survey will also be made available following the event on the 22nd October.

The site

The proposals are being brought forward by Adriatic Land 3 Limited (ADL3), the freeholder of New Palace Place and Fruition Properties Limited, the appointed development partner. Our plans are for a 2-storey upwards extension, comprising 18 new apartments above Bentinck, Cavendish, and Asquith Houses (known as ‘Block E’ – see below) through a method known as ‘airspace development’, allowing us to create much-needed housing in a sustainable manner.
New Palace Place is currently a 7-storey mixed-use building, consisting of residential units on the upper floors and commercial space at ground level. It is bound to the east by the Home Office and to the west by residential blocks known as Ashley House and Vestry Court. The site and surrounding area are shown below:

Our proposals

Create a win-win outcome for the leaseholders by delivering meaningful upgrades the existing building, in turn developing premium rooftop apartments and enhancing values of existing apartments

Deliver 15-20 high-quality new homes above block E, showcasing thoughtful, innovative design and meticulous attention to detail

Maintain an excellent relationship with leaseholders by developing the project in collaboration with the leasehold group

Construct the building with the least disruption possible to existing residents and maintain open lines of communication regarding the works

Creating an energy efficient, exemplar development by upgrading the current MEP system and improving energy efficiency of existing apartments, as well as introducing more biodiversity.

Deliver an efficient, timely programme of works which align with Fruition Property’s high standards and objectives

Consideration of Neighbouring Properties
The proposed extension is set back from the existing building line, with careful consideration given to the massing to minimise any potential impact on neighbouring properties and the visual appearance from Monck Street. As a result, the extension will have minimal visibility from street level. We welcome the opportunity to share and discuss our proposals with you in more detail.
Key Public Benefit: Enhanced Safety and Security
Alongside our plans to extend the existing building, we aim to improve public space on Monck Street and explore measures for Rose Way and Medway Street to address crime and anti-social behaviour. Residents have reported issues such as rough sleeping, public nuisance, and burglaries.
We are collaborating with the Met Police’s Designing Out Crime Officers on potential solutions to enhance safety and improve the street’s appearance. These potential solutions include:
  • Adding planting to fill hiding spots
  • Restructuring planters for better visibility
  • Reducing informal seating to discourage loitering
  • Installing gating to define private and public spaces

Progress To Date & Next Steps

As a key neighbour, we highly value your input and would like to invite you to attend one of our public consultation events, with members of the project team on hand to discuss the proposals with you and gather your feedback.
We have already engaged extensively with New Palace Place leaseholders to gather their feedback and work with them on the proposals and have undertaken a pre-application process with Westminster City Council. We are now launching a public consultation. Following this, we will be submitting a Prior Approval application under permitted development rights in Q4 2024. Our plans are still emerging, and we are eager to hear your thoughts through discussions with the project team.
